In February, the government launched a campaign for people to get rid of the smell of alcohol.
It said it wanted to ensure the air was cleaner and it had made it easier for people in the country to purify their homes by making alcohol-free purifiers.
But the government has not been able to implement the campaign, partly because of a shortage of alcohol- and detergents-free products, according to a government report released in July.
In fact, most of the products used in the campaign have been expensive or difficult to obtain.
